you mean that seris is spending that time developing the ships in a natural progression that makes sense for no reason?

An Avalonian chemist accidentally invents friction matches; they're unreliable and can be dangerous, but he invents them and employs a handful of men to start production.  Another gifted individual invents a rough form of photography; he continues to refine his process without revealing anything to the public.

Enough funds having been set aside for the project, production of weapons including rifles and pistols, to standardize the militias commences.  These arms are to be kept under lock and key in the local town hall, accessible by the local commander and mayor.

A force of about 1,000 soldiers is raised as a standing army; these men are some of Avalonia's best and brightest; all of them speak more than one language, are in peak physical health, can ride horses, swim, tame dragons, are skilled in all manner of weapons, and are fiercely patriotic.  These soldiers are not so much a traditional standing army, but more of a special operations force, broken up into groups of ten or twenty to engage in guerrilla style warfare in and out of Avalonia.

Avalonians traveling to Sonodine tut tut things over there, and buy up a number of Christian artifacts and relics, particularly books.  Old Norse items, being curios in some demand in Avalonia, are also obtained and sent back to the Fatherland where possible.

Avalonia begins construction of a formal navy, mainly for the defense of the Fatherland and trade vessels.  Pointers are taken from observations on foreign vessels made by skilled shipbuilders sent out specifically for that purpose.
