Bear in mind NK probably aren't firing these rockets with any sort of warhead.
And I don't know how fuel works for missiles, as in is it variable, but if it is then these long range missiles aren't likely at full capacity and only have fuel enough to hit the sea.

So, while there is a cost to firing rockets without purpose, NK are cutting costs wherever they can.

They're just wasting their arsenal and time, it won't matter how many times that they fire rockets into the sea, they'll still be annexed.

But launching a warhead to the other side of the planet is a HUGE waste of money unless you are doing a lot of damage,

well they kind of have to be large to actually have enough fuel and carry the warheads

not literally saturn v sized though, but definitely big and they're also oldish technology
suborbital rockets are tiny compared to the saturn v
for example the minuteman is 39 tons while the saturn v was 300+ tons
korea's missile weighs an estimated 80 tons
