hats have been redone

you still win paperbags / party hats when winning matches / tournaments, but you don't win random hats at the end of tournaments now. you have to purchase them using paper bags / party hats or wait for a rare drop.
to purchase a party hat, you need 10 paper bags. use the command /buyParty or /buyPartyHat to purchase a party hat
if you have 3 party hats, you can purchase a random hat. use the command /buyHat for that
