Yeah someone posted that their refund system was like, down or not functioning correctly, and that it was never intended to be refunded beyond the policy.

the entire point of the 2 hour playtime was if the game simply couldnt run on your computer, you would know in 2 hours.
this game is being refunded because its a fraud. playtime is irrelevant.

Steam also claims that someone could buy the game, play it for an hour, and not like it.
But that's not true in every case. There's some cheap games that you beat in under 2 hours with no reason to ever go back to it, and yet, there's games where you don't even get to experience what the game even really feels like after 2 hours.

If he isn't going to do any other measures other than contact steam support, which isn't helping jack stuff, then he should learn to deal with loosing the money

If you really want that money back, stop going against the support (which isn't helping) and go through other means.
