russia harshly condemns this for a variety of reasons
-this would destroy the ecosystem of the caspian sea, as it's half the salinity of the indian ocean, crippling the caspian fishing industry for both persia and russia
-the caspian sea is over 25 meters below sea level, and persia would either have to set up extremely complex cbrown town dam systems for manipulating the water levels in the cbrown town, or else the caspian sea would be flooded with invasive oceanlife and settlements on the coastline would likely be destroyed
-persia's economy cannot afford this
-the only reason this cbrown town would be built is to move oceanside warships into the caspian sea

Independence is guaranteed of each state considered to be made up of 'South Germans', making use of their open and friendly diplomacy towards them to propose a web of alliances between Austria and them. This is done, essentially, to bring each state closer to each other, as well as (hopefully) ensuring each state helps the other prosper alongside them and Austria.



The Austrian Empire also wishes to open up diplomacy with the Papal States.
