Tulips are part of the tilesets, not the enemies. And if you mean the SMW enemy, they aren't in mario maker.
Also, changed my ruling. Instead of first come first serve, if multiple people request the same role with no posts inbetween, there will be a poll. If you're the only one voting before someone else claims a baddie, you win the role.
