So I'm arch mage now and I still haven't found a way to make spells. Is there spellmaking in this one?

I'm loving loving this game, I just dislike how fast everything goes by. 3 days of playing (And 32 or so hours) and I'm already level 20.
I just want time to savor the game itself, I want to enjoy what the game has to offer :D
The only things that bother me are that caves don't respawn, and the "work" that jarls and innkeepers give you are all the same.
