Honestly depends on the situation
crapton of enemy heavys? buff banner to deal extra damage.
Sentries everywhere? Battalion
Team is lacking a medic but you still want to pack some high damage? concheror.

its so easy to counter though.
headshots, random crits, 2 scattergun shots to the face etc.
the rockets only replenish 15 HP per hit, and he only has 3 in a clip, meaning he can only regen 45 HP IF you let all the rockets hit you.
theres more than enough time for you to kill him as a high damage class.

lol your reaction is exactly why I occasionally use it.
I actually haven't used that loadout in months though...I probally should do that now

But seriously it's easy to counter that loadout in 1v1 scenarios:
Good scouts can pretty easily dodge your 3 rockets while shooting you in the face.
Against other soldiers you'll have to hit all of your shots or die - same with Demos.
Pyros basically hard-counter you.
Unless you manage to point-blank heavies you're also dead.
Want to destroy sentry nests? Yeah good luck with that.

Plus effective rocket jumping is almost impossible and Medics would (should) rather uber the sniper than you [because you don't deserve it].
Of course it's a super annoying loadout to deal with on pubs because you just won't die but it's clearly not OP.

Also people should stop whinning about the Black Box. I used to do the same but seriously it's just a stupid crutch for Soldiers who suck at rocket jumping and who need more room for error.

My fav Soldier loadout will forever be Stock RL, Reserve Shooter, Market Gardener. You know, until they come out with more interesting melees. I'm still confused, why have I never encountered anyone actually using the Reserve Shooter like I do with Soldier (the way it was meant to be used and not using it just for scouts that you can't hit or Soldiers rocket jumping)? It's not even hard and it works wonderfully.

i do, with the direct hit for pyro's cause im a noob :c why don't people use the DH, it's literally a better huntsman with more utility.

they should give the demoman a flyswatter that crits airborne targets, with a HUGE range and 15% switch rate.
I know he can't really juggle that well but it'd be interesting to see atleast, and it won't be another generic sword.
