Ok IDK what is up with my PC lately but it has been stuffty as forget.
Specs:

CPU: AMD 8150 8core processor at 4.0GHz
RAM: 8GB though only 3.9GB usable due to 32bit OS
GPU: Radeon HD 7770 SuperClocked 1GB of GDDR5 RAM
HDD: 500GB at 7200RPM
OS: Windows 7 Ultimate 32bit Edition

I crash on lots of games, sometimes just having a lot of chrome tabs up will lag my PC and sometimes my PC will just freeze up.  Looking at my task manager java.exe is always taking up like 300,000KB of RAM (possible problem?). Though closing it does nothing because it always pops up some time later. So I ask you forums, what do I need to do to make my PC not absolute stuff.

I am going to be installing the 64bit edition on my 1TB HDD that I have laying around. Though this wont be until I can find my OS disc which might be a while. Any suggestions in the mean time?

I'm willing to bet that RAM is the issue. A lot of times when I have a lot of applications or chrome tabs open, my RAM tends to fill up and my computer essentially starts having a stroke. Upgrading to a 64bit OS should at least help with the issue, as Nal stated, and you should generally be using 64bit anyway.

How does Java take up that much?
Memory leaks, and just being Java.

Windows 8 will be my operating system since I'm used to it.

I feel like you might have some issues with that PSU.

Damnit, I'm at a loss as to what to do here. I get paid every 2 weeks, next Friday, and then that would also make my following paycheck on Black Friday, I've never went shopping on a Black Friday so I do not know the extent of the deals that would be present on Newegg+Amazon. So with my paycheck next week I originally planned to get: A new CPU, GPU, HDD, speakers, mouse, and keyboard. However with Black Friday being just around the corner I no longer know what to do, mainly because 1. The parts that I plan on getting could really be on sale...and then sell out. 2. They may not be on sale at all and I just wasted time. 3. One of the parts (in particular the hard drive which is definitely on it's way out) could fail in the time frame, and I'm sure there will be some deals on HDDs on Black Friday.

So my question is, should I wait until Black Friday and hope for the best, or buy some of the parts or what?

depends on game, but if like bf4 then definitely not on highest settings

My highest end game is planetside 2. Don't think I'll be finding much I like that passes that

Another question to go with this, would this be able to run 2 23'' 1920x1080p screens?
Why would you bother getting a 4gb version of the 770... You don't need that much vram for only two 1080p screens
