No, but the problem is that then you probably wouldn't have much Congressional support.

George Washington also advised in that same farewell address to continue the small countries policy of isolationism.  If we would have stayed out of foreign affairs I do believe our country would be nowhere near the state it is in to this day.

Honestly I don't think that is possible anymore, especially since we are by no means a "small country".

If all the troops were in the country, we would defend better and we would stay out of the business of the other countries we're in.
They don't necessarily want us there, anyways.

I'm not talking about troops really. When Washington says isolationism he means being completely shut off from the world, including trade, diplomacy, and alliances. This really isn't possible in a world where Beijing and Washington are a 4 hour flight apart.

I'm not reading very deeply into this, but I believe he only meant by diplomacy and alliances.
