Open World games are harder to optimise. Rockstar have a particularly bad streak with their LoD meshes.

sadly this is kinda true

i just loved gta 4's setting and environment, plus there always seemed to be crowds of people and packed streets around every corner

in gta v, even in los santos the sidewalks seemed empty

plus there were a bunch of interactive strangers & friends you could find randomly who you could ignore or help out

maybe my mind will change for when V comes to pc or not
