that already happens dude, at least on last-gen.

+ they can just affix the new particle when it hits to the car since that's what properly happens as it doesn't freeze anyways, it continues with the last force it had which was the moving car. mostly it's just a very small detail they don't want to bother with, lots of other proper racers have it.

not gonna lie it looks really loving good in that game

they put a lot of detail into it, like when you turn the water washes across the screen like it would irl, and it collects in the middle at the end of the wiper cycle.
