It would be a dumb idea for the company to put in a feature no one would take arvantage of

I made a fallout 2 character that was a slave owner who shot children with a 12 gauge.

I'd love to do that in fallout 4, maybe it would make my treks more fun.

If someone starts shooting up a town but doesn't want to hit the children they will make sure to avoid hitting the kids.

So they are still utilizing the game mechanic by sheer hesitation. You don't get that feeling of hesitation from some immortal kid.

If someone is going to shoot up a town I doubt they have the morals to not shoot the kids

I shoot up towns in games and I make sure not to kill the kids on purpose.

Children should be killable because it should be up to the player, not the game developer, to choose who to kill and who not to.
It's the same problem most people have with Fallout's essential characters. It removes opportunity to roleplay properly, which is bad in an RPG.

I wouldn't do it but I'm not gonna judge you for doing it. If it doesn't affect people whether you kill kids in your solo games why does it matter? Are people seriously bringing this up in unrelated places? Sometimes people need to just drop things.
