Yeah I mean I can't say I find it surprising that Hello Games, a company with 1 other game under their belt (that game being a stuffty 2.5D racing game) failed to deliver on some promises they made multiple years ago when they set out to make their ambitious dream project which turned into one of the most anticipated games of 2016.
This is pretty true, very early on the amount of press and hype the game got was a pretty big loving belt to wear for a small company regardless of whether or not they were being backed by Sony. I agree that they can't be entirely faulted for false promises because it's too damn easy to get caught up in the hype and start promising all these cool features that are on the bulletin board.
A similar problem occurred with the game Broken Age, the kickstarter received well above the amount of funds they were asking for and in turn they began promising more ambitious mechanics in response to the hype. The problem in this case was that the ambition wasn't sustainable and they ran out of money. For all we know, a lot of promises Hello Games made could have been devolved so they wouldn't go broke in development.
