Does terraria only require a one time access to an admin account during the first time setup to install NET/XNA and then you are free to paly the game without admin rights?

I wish there were some actually really good mods that add unique stuff.
They said the console version was going to have new content. Will the normal PC one have new content too? If not, I'm really disappointed in the developers.

The guys porting it over to the PS3/Xbox360 ain't allowed to touch the PC version.
