protip: the pond right after the forest at the beginning of the game contains gyarados (around lv 30 - super rod) and masquerain (around lv 25 - surf) and goldeen (around lv 25 - good rod)

How the hell do i evolve Pikachu to Raichu? All of my other pokemon evolved at level 15-18 and Pikachu is already level 21 and nothing is happening.
