For the duration until they give birth, then they are allowed back in the country, and the prophecy concerned a child already born, so the duration of the expulsion period wouldn't be that long.
I am not trying to change everything, you simply jumped the gun and misunderstood me as saying i have no buddhists in my country any more.
Buddhism is actually on the rise in my country, given its usual acceptance of foreign religions, so I would expect even with weird policies of not giving birth in state lands, they would prefer to live in a country where they are allowed to practice their religion instead of being converted.

I am ok with you getting Buddhist families, good for you, but you arn't getting a huge wave of emigrants.
The process of even determining if a family is Buddhist and should receive expulsion is also a finnicky one, so there are likey many practicing Buddhists unaffected.

Furthermore this is all to set up a series of events over the next few years that is supposed to line up with Korean history, particularly an increase in Buddhist control over the government, but I don't want to give away too many spoilers yet.

In order to facilitate faster transcription of Rustuffe documents, Kai have developed a method of repeating large bodies of text  in the complicated Rustuffe calligraphy. By utilizing a board with notches cut into it, and resting clay blocks with the shape of the desired character into the board and dipping it into ink, entire pages could be written multiple times, with the clay blocks easily being rinsed off and new ink applied. Using pullies allows larger sheets of wood to be lifted, and thus more pages printed at a time.

In order to prevent damage to the forests from the increased wood desired, a Kai from the Navaro tribe suggests the use of the fast growing reeds that are common along the rivers. These reeds could be produced into paper nearly more easily as the wood pulp previously used, and the increase of farming in canyons along rivers previously considered too narrow for sustainable crops by these reed farms would allow even more workers a place to make their own business in an increasingly crowded nation.
