as far as I've seen in smm administration you only give a ban to people who you are sure either didn't read the rules or you're sure they will continue freekilling if they think they can get away with it

otherwise isolated cases usually don't need a ban at all

However, the linearity of the map might end up being a problem. Won't know unless it's completed and tested, though.
